Another Mayoralty Candidate on the Horizon

We have confirmed through a number of sources — including the person in question — that another Mayoralty candidate is contemplating standing for election as Mayor in October 2010.

They were initially approached by numerous community and business leaders citing ongoing concerns with the conduct of the current Mayor and Council, and the lack of a viable alternative with the 2 declared candidates

Although they were not planned on running for Mayor, they decided to consider this increased level of community involvement because of the wide-ranging encouragement by community and business leaders.

No official date has been set for a final decision.

It will be interesting to see what response an additional candidate will bring from the 2 declared candidates and the current Mayor.

Aurora Workers on Verge of Strike

Lying in bed this morning, listening to 680 News for the weather, was stunned to hear an ad indicating that Aurora outside workers were on the verge of striking. As they say “when you hear it — it’s news”. Well this was news.

Came across an old Press Release from CUPE on this issue from May 2004. They summarized their position as follows;

The key issue is wages. “We found out at the bargaining table that the town has a discriminatory policy against outside workers,” says Charlie Goodwin, a municipal worker and chairperson of the Aurora Unit of CUPE Local 905. “It really offends us that Aurora seems to have no problem giving hefty increases to city managers and inside workers and councilors, but seems determined to pay unfair wages for hard physical labour. Aurora is practicing clear discrimination with this policy.”

It appears the issues haven’t changed. We understand that during this last bargaining process there was a commitment made to work towards wage equity with similar work in other municipalities. The current contention by CUPE is that Aurora has not lived up to these commitments.

Clearly, we are not privy to all the facts, and equally importantly are not taking sides on this labour issue.

But what is obviously true is that Aurora is on the verge of a strike AGAIN and the community will be caught completely unaware. That we do have an issue with.

These are the outside workers that maintain the parks, pools, and arenas, repair infrastructure such as roads, water mains and sewers. Kind of a critical service at this time of year.

Where has our much-lauded new Communication team been hiding this little gem. We are looking down the barrel of strike action here in Aurora and no one knew. Nothing in the Banner, nothing in The Auroran. No communication from our Council in the paid advertising. Just an ad on 680 News by CUPE 905.

And  Councillor MacEachern — you have indicated you read these blogs and criticized our unbalanced reporting — so in the interest of providing a balanced report, we invite you (again) to provide the “other side”.

Community Input: Was Ad Electioneering?

Perhaps you could help me.

At tonight’s Aurora Council meeting, Councillor Buck raised some questions about a large ad in a recent Era-Banner issue concerning Aurora’s successes with economic development. I remember reading the ad since it was spread over 2 pages, although it would be about 1 page in total space.

At the time it struck me as being a bit strange, since it didn’t seem to have a real focus and there were mistakes (though minor in nature) in it that I thought shouldn’t have slipped into it. From a marketing point of view it seemed to be put together in haste, though that’s just my personal opinion.

When Councillor Buck mentioned tonight that she was raising these questions as she had concerns from other citizens and it had a flavour of “electioneering”, I thought I would like to take a second look. Unfortunately I didn’t keep my copy.

Would anyone connected with the Aurora Citizen still have a copy that they might be able to scan the 2 pages and provide it as a pdf file for 2nd reading? I unfortunately don’t know the issue date but I remember that it had a blue background and was on the lower half of each page with a number of photos of new construction.

What is the Legacy of Bob Hartwell?

I had the privilege of sitting beside Bob Hartwell for 3 years on Aurora Council. He was a gentleman. He was also a runner and tomorrows A&B Courier Run for Southlake is the evolution of the Bob Hartwell Challenge that was started 8 years ago to honour his contribution to our community. It is but one part of his legacy.

When talking about people, we often talk about the outcomes. Where they successful? Did they do great things? Bob did all of those things.

However, for me, Bob’s legacy will always be the way he treated people. He listened with great intensity to everyone who came before council. He treated each and every member of staff and Council with deep respect. Of that there is no dissent.

He wanted always to find a solution that addressed the needs of each person he represented. Sometimes that was hard. Sometimes it was impossible. Bob never stopped trying.

There were many issues where we disagreed. But none where we were disagreeable.

We argued our points based on the issues and never made it personal. We often shared a laugh — even as we disagreed. I hope the respect was mutual.

This legacy of behaviour is the one I recall more than any other aspect of Bob. It was what made Bob the person he was and led to everything else that forms his legacy in this community.

A couple requests.

Look for a way to contribute to your community. Maybe at the run, maybe something else that means something to you personally. But contribute. I guarantee you will get tenfold in return.

Secondly, create your own legacy of respect.

Lastly, to Aurora Council. You may have run on a platform of change from the “old timers”. For what it’s worth — those old timers knew the meaning of respect for people and treated everyone as a friend — even when they disagreed.

News Flash: Sher St. Kitts Resigns from Farmers Market

We heard the following a few days ago — but didn’t publish until we were able to confirm through a number of sources. Full details are still pending so send in what you know.

Sher St. Kitts has resigned from the Farmers Market because demands for payment were not approved by the larger committee.

Much has been made about the reasons for St. Kitts devotion to fund-raising here in Aurora (as a resident of Snowball) and her strong personal relationship with Mayor Phyllis Morris. Questions have been posed about the perceived conflict of interest of her running events which her family has received benefit versus allowing other residents of Aurora to share equally.

 The issue of financial compensation for what is historically volunteer work seems to raise the question about any previous “volunteer” work by St Kitts and what the Mayor approved?

This incestuous relationship has been troublesome from the beginning. Potentially we will start to better understand the basis for this unusual relationship as this situation unfolds.

Is Mayor Phyllis Morris Preparing For Next Election?

It looks like a past reporter for Metroland Press’ Alliston Herald  has been hired as Aurora’s new communications contact. Apparently a press release has been issued by the town announcing that Jason Ballantyne has replaced the lady that appears to have been effectively squeezed out of her job despite getting glowing job reviews (when they did them) over the past eight years. As a point of note, job reviews could not be done for those years when so many senior staff had been fired or left the town in such a short period of time.

The current communications officer being cast aside to play a new role at the town as a result of the job requirements being changed from under her, is the same lady who came back from holidays to find her office belongings moved to one of the councillors work stations (which was incidently renovated a few years ago and has rarely ever been used). One could argue that this could potentially be an effective dismissal case here.

The Mayor now has strengthened her ties to Metroland Press (the publisher of The Banner) thorough the hiring of her new speech writer, not to mention her potential strengthening of her relationship with the Conservatives thorough the hiring of our new Integrity Commissioner. The mayor also apparently has the benefit of two executive assistants when there was once one, so it now looks like all her ducks are in a row just before the next election.

Guest Post: Fairy Tales By Phyllis Morris

The following comments are taken verbatim from Phyllis Morris’s acceptance speech almost four years ago. She suggests contacting her about these issues. I’d suggest anywhere but at Shoppers Drug Mart but I digress. If you do see her out of her fortress sometime ask her about these promises, especially the ones about belief in a diversity of point of view, looking after our finances and transparency and accountability. 

Perhaps you’ve heard the joke about the little girl who asks: “Mother? Do all Fairy Tales begin with ‘Once Upon A Time’?” Her mother replies. “No darling, there’s another series of Fairy Tales that begin: ‘IF ELECTED I promise’.”

 

Well this promise is not a fairy tale – I will work with Council and Town Staff to make our municipal government more open, more transparent, more accountable and more inclusive.

 

I believe an effective team requires players with a diversity of strengths and points of view.

 

While I will not micro-manage The Town’s administration, council members, including myself, must be kept fully informed, so that little problems don’t become big ones.

 

Together We can foster an open and accountable government, where leadership is impartial and allows ideas to be discussed, where teamwork is valued

 

To that end, together we must insist on greater representation on York Region Council,

 

Have we looked after our finances, balancing taxes against public expectations of services?

Not sure if the fairy tale should be called Phyllis in Wonderland or Six Bad Wolves.

Phyllis Morris Shows Off Her HR Skills — Again!

It appears that a certain employee came back from vacation to find their office contents in a box, moved to a cubicle, which happens to be located in the Councilors’ office.

This from a Town that trumpets itself as a Character Community, and is reigned over by Phyllis Morris, who loves to tell all about her expertise in HR.

This is despicable and cowardly management (with apologies to real managers), and, would be grounds for dismissal or at least a serious reprimand at any organization with a reputable management. A first year HR student knows that this is totally unprofessional and would cause a ripple of dis-engagement throughout the organizational that would take years to undo.

However, this is just another day in Aurora. And another example of why staff turnover this term is so high.

But wait, this is not the end of the story.

This person was relocated to the Councilors’ offices. The offices that were renovated to the tune of upwards of $60,000 at the start of this term; a project so important that Councilor Al (tax fighter) Wilson allegedly stated was his first priority!

The contradictions are astounding: we have a tax–fighting Councilor, whose initial priority is to renovate what turns out to be a non-essential room, which is now being used as office space for displaced employees who have been treated shabbily by a Character Community employer that is led by a self-proclaimed HR expert.  And, the afore-mentioned Councilor, who at Council meetings has publicly professed his respect for and support of Town employees, says nothing.

Oh, and here’s a thought — WERE councilors consulted in this reallocation of their space? Just curious

Freedom of Information Update

We have received a number of enquiries about the status of the FOI request we mention back in December. The following update has been provided.

A written request was submitted to the town on December 10, 2009 seeking answers to a number of questions under the Freedom of Information Act.

There was no fee amount enclosed because fees can be variable depending on the amount of time that staff must spend in digging out answers. There were two questions on which the town sought clarification with respect to time-lines. These were dealt with.

Correspondence mid-February and the payment of an interim fee started the 30 day clock running. In addition one of the questions was dropped, as being somewhat vague.

It is now our understanding that the town, through its Acting Clerk, Shannon Boychuk, is obliged to start providing answers within 30 days of the latest email, dated February 22.

We will have to wait and see what these consist of, whether the remaining 10 questions are all addressed, and to what extent the responses are adequate.

Guest Opinion: Aurora Is Worse Off Today Than When Phyllis Morris Became Mayor?

Some might say Phyllis Morris and Evelina MacEachern are liars and hypocrites. Apparently obsessed with their manic egos, they have held Aurora’s Council hostage to their deranged approach to government. The vaunted Transparency and/or Accountability that were promised in their respective campaigns for office in the 2006 Municipal Elections were a complete fraud.

They co-opted four of the stupidest possible councillors to act as their surrogates in following along blindly the path laid out for them.

It appears that Morris and MacEachern embarked upon a mission to destroy the very Transparency and Accountability that marked their election campaigns. Instead we have a repugnant Code of Conduct for Council and an unnecessary Integrity Commissioner.

When the Code of Conduct faltered, the Integrity Commissioner reported on the charges laid by six members of Council against Evelyn Buck, to the effect that they had no merit and were politically motivated. His reward was his unceremonious firing.

The town recently entered into a contract with a new Integrity Commissioner, a former politician now practicing law. It is doubtful that this replacement has anywhere near the academic and professional qualifications of our first Integrity Commissioner. And up to $60,000 is allocated for this activity. Time and events will tell.

Seemingly, Morris is personally responsible for the expenditure of hundreds of thousands of tax-payer dollars, many completely wasted, in hiring a substantially larger bureaucratic staff, renaming and restructuring senior executive staff titles, positions and responsibilities. Has this streamlined our local government? No. On the contrary it has created a larger body of personnel whose sole task appears to be to do her bidding.

It is likely that all of these changes have led to staff concerns; many reports comment about the fear of staff for their jobs. It is inconceivable that the town’s employees are at a higher level of morale than they were when the Morris-MacEachern juggernaut first rolled into town. If staff morale is negatively affected it follows that the level and efficiency of their work will suffer significantly, and consequently impact upon Aurora’s residents.

Our town doles out hundreds of thousands of dollars of public purse dollars to various non-elected Committees; The Historical Society, the Arboretum, the July 1st Parade, the Farmers’ Market. These groups do what they wish with the town’s ‘generosity.’ They spend the money with no accountability to anyone. This is not the way to run a government whose promised objective was Transparency and Accountability. If a public company operated this way it would be subject to the scrutiny of the OSC in Ontario, to the SEC in the U.S., and possible prosecution by each.

Many residents feel that vast amounts of taxpayer dollars have been spent stupidly, whether in financing losing and futile OMB appeals or in needless internal investigations supported by a claque of lawyers whose sole interest is running up their legal fees. Many residents are of the opinion that these parasites care not for what is right or in the best interests of the town. And the bills are approaching $750,000, if not more.

Why do we set aside money every year to buy recreational land when it already exists? Instead we are selling off much of Aurora’s public lands, adding the proceeds to the millions of dollars already in the town’s “savings” account.

We will be cash rich and land poor and the land that we will eventually have to purchase will be twice or more as expensive as that of four or five years ago when we already had a huge cash balance in the bank.

It is felt by many that a request should to be sent to the Information and Privacy Commissioner and the Minister of Municipal Affairs and Housing to conduct a forensic audit of the books of the Town of Aurora in order to identify those areas where public money has been gratuitously squandered with no possible benefit to the town and its residents.

A similar audit should probably also be undertaken to determine just how political decision-making in Aurora occurs. Are decisions made by members of Council or by hired lawyers?

To Morris and MacEachern a Code of Conduct appears to be a license to abuse.
